Man Says He Has a Bomb in Truck in Washington; Police Negotiate with Man Who Gives up after Hrs.

A man in a black truck rolled up in front of the LIbrary of Congress today( August 19, 2021) and declared he had a bomb, according to police, prompting evacuations of nearby buildings and delivering a scare to the core of Washington, D.C., the NY Daily News website reports.

Negotiators met the suspect, identified as Floyd Ray Roseberry, 49, of Grover, N.C., and worked to defuse the incident for several hours.

At about 2:20 p.m. he surrendered.
